  • Location Requirement: Must be a Canadian business.

  • Sales Opportunity: Must have a sales lead valued at more than USD $250,000 to sell directly to the U.S. Department of Defense.

  • Experience: Should have experience selling directly to the U.S. military or other militaries.

  • Growth Strategy: Must prioritize selling to military organizations.

  • Financial Documentation: Must provide financial statements for the last two financial year ends.

  • Sales Track Record: Must have a two-year track record of sales.

  • Registration Requirements: Must obtain a DUNS number, NCAGE code, and register in SAM.

  • Certification: Must be certified by the U.S./Canada Joint Certification Program (JCP) to handle militarily critical technical data.

  • Cybersecurity Compliance: Must meet the Cyber Maturity Model Certification (CMMC) level required at the time of contract award if handling Controlled Unclassified Information (CUI).

  • Disqualification: Products included in the Berry Amendment or specifically listed in a DFARS may disqualify from exemption from Buy American provisions.

Program Steps

  1. Identify a Sales Opportunity
    Find a contract opportunity to sell your goods or services directly to the U.S. Department of Defense (DoD).

  2. Gather Required Documentation
    Prepare the following documents for your application:

    • Financial statements for the last two financial year ends
    • A two-year track record of sales
    • DUNS number
    • NCAGE code
    • SAM registration confirmation
    • Joint Certification Program (JCP) certification (if applicable)
  3. Assess Requirements
