- Core infrastructure (roads, bridges, water, sewer).

- Operating expenses, including routine and ongoing maintenance.
- Rolling stock, standalone equipment, and furniture purchases.
- Standalone studies (feasibility, engineering, strategy, etc.).

- Must be located in Northern Ontario.
Must be one of the following:
- Municipality
- Indigenous community
- Not-for-profit organization
- Local Services Board

- Projects involving core infrastructure such as municipal public services (roads, bridges, water, and sewer)

- Residential projects
- Projects covering operating expenses, including routine and on-going maintenance
- Projects involving rolling stock
- Stand-alone equipment purchases
